The Ikoyi  Office  of the Nigeria Immigration Service(NIS) in Lagos, says that it  has extended its working days to include Saturdays and Sundays to meet the demands of its applicants.

Mr  Ibrahim Liman, the Passport Control Officer (PCO),  stated this in an interview with the News Agency of Nigeria (NAN) on Sunday in Lagos.

Liman, a Deputy Controller of Immigration (DCI), added that the office also had issued no less than 15,000 passports to qualified applicants since his assumption of office  in June 2021

The official said these while  reacting to a series of complaints regarding  passport racketeering and cases of uncleared backlogs of passports among others.

He said that his office  would fishout and sanctioned offenders appropriately.

According to him,  the office has extended its operational  days  to include Saturdays  and Sundays in order  to meet the demands of thousands of applicants who trooped in , into the office to obtain  the documents

He urged Nigerians to see beyond the fact that the passport is just a travelling document ,saying it should be seen as a security document that would help them in many ways.

He stressed that his office was fully  committed to efficient service delivery and it would not relent in justifying its operational mandate.

Liman also  warned those who were always indulging in passport racketeering to desist from the act or face severe  consequences.

The PCO emphasised that  his  department  had been working unrelentingly to meet the demands of applicants and adhering  to due process required in obtaining it.

He explained  that some challenges might hinder the timely release  of some international passports to prospective applicants.

He said that this would be  due to the need for discreet investigation to be conducted by the department on  such  applicants to determine their elligibility.

Liman , however, stressed that NIS would not hesitate to discipline anyone found to be involved in  defrauding or shortchanging any  applicants found to be engaging  either  in sharp practices or any illicit acts capable of spoiling  the name of the department.

He said that  the Nigeria Immigration Service would continue to remain one of the best passport issuers globally.

” The service  has recently introduced additional sophiscticated measures  toward  checking  attitudes  inimical to the conduct of its official duties, especially, issues to do with corruption” he added.

He appealed to applicants to always endeavour to visit the NIS Servicom department in all passport offices to make enquiries.

“NIS has  reiterated that all qualified prospective seekers of the travel document should apply online,” he added.

He lamented that some applicants  used to be  impatient and  were always in a hurry to push their ways to get the document in few hours and finally get things messed up.

“Can this be done in advanced countries?

“I specially appeal to prospective applicants to visit : immigration.gov.ng, which serves as the service website to apply and make payments for their passports” he added.

The Nigeria Immigration Service has officially released a press statement regarding plans to clear out backlogs of passport application especially at Ikoyi Passport Office.

The statement issued by The Service PRO, ACI Amos Okpu read:

The Acting Comptroller General of Immigration (Ag. CGI), Isah Jere Idris is in receipt of reports about delays being experienced by some applicants who applied for Passports at the Ikoyi Passport Office Lagos, and has ordered a special Task Force to proceed to Ikoyi Passport Office to clear all existing backlog of applications.

 2. The Team has arrived Ikoyi Lagos and commenced the clearance exercise to ensure that all outstanding Passport applications are sorted out within the week. It would be recalled that upon assumption of Office, the acting Comptroller General has promised to deepen the Passport issuance reform efforts to ensure seamless Passport issuance processes across Issuing Centres.

 3. He wishes to use this opportunity to assure Passport applicants who have been enrolled into the Passport system in Ikoyi Lagos that the Team shall commence issuance of notifications for collection to applicants whose Passports are ready.

He has promised that some drastic changes will be made in the Station to improve the quality of service delivery.

 4. Meanwhile, the acting Comptroller General hereby appeals to prospective Passport applicants to endeavour to visit the Service’s website immigration.gov.ng to apply and make payment for the Passport categories of their choice and avoid patronizing anybody who would request them to make any cash payments for Passports.

Muhammad Babandede

The 16th Comptroller General of Nigeria Immigration Service (NIS), Muhammad Babandede has been pulled out of service.

The event was attended by Minister of Interior Rauf Aregbesola, government officials, senior NIS officers, local and international partners, Jigawa Governor Muhammadu Badaru Abubakar, Emr of Hadejia, HRH Adamu Abubakar Maje, friends and family members.

Born November 21, 1963 in Malam Madori, Jigawa, Babandede attended Malam Madori Primary School (1969 – 1975), Government Secondary School, Rano; Bayero University, Kano (BUK) where he obtained a Bachelor of Arts in History and Islamic Studies in 1984.

He later obtained a Master’s Degree in Law Enforcement and Criminal Justice from Ahmadu Bello University (ABU) Zaria.

Shortly after his National Youth Service (NYSC), Babandede joined the NIS in 1985 as Assistant Superintendent and was a participant in the 12th Cadet Basic Course at the premier Immigration Training School, Kano (ITSK).

After passing out, he was posted to the then Abuja Command before the official relocation of the nation’s capital from Lagos to Abuja in January 1986.

He was later moved to the Procurement Unit of the NIS headquarters in 1988 as one of the pioneer officers.

Babandede served as Personal Assistant to ex-Director of Immigration Service, Garba Abbas, and an Immigration Attaché in the Nigeria Embassy in Bonn, Germany. In 1991, he was deployed to the Consulate General of Nigeria Office in Berlin.

In 2004, he headed the Nigerian Task Force on combating the menace of Trafficking in Person (TIP), in collaboration with the Italian Task Force.

In the same year, he became the first head of NIS Anti-Human Trafficking Unit and was seconded to the then newly established National Agency for the Prohibition of Trafficking in Persons (NAPTIP) as Director of Investigation.

During his five years in NAPTIP, Nigeria was elevated to Tier 1 rating in the US Department of State TIP Report.

Babandede returned to the NIS as a Comptroller in 2010 and headed the newly established migration unit, which attracted collaborations and capacity building interventions from the EU, FRONTEX, IOM and UNODC.

In 2012, he was promoted to Assistant Comptroller General and made the Passport Division chief.

In 2014, he became Deputy Comptroller-General and was appointed head of the then Directorate of Passport and Operations until 15th May, 2016 when President Muhammadu Buhari appointed him as the 16th CGIS.

Babandede was a member of the INTERPOL Working Group on TIP, presented papers and contributed to publications for the EUROPOL, INTERPOL, BKA Germany, Swiss Police, Fin Police, Ghanaian Police. and United Nations Offices in New York, Geneva and Vienna.

He made inputs at the Nigerian National Policy on Migration; UN Anti-Human Trafficking Manual for Criminal Justice Practitioners, and the EU-funded Basic Training Manual on Investigation and Prosecution in Migrant Smuggling.

Babandede received training in many countries and institutions including FBI, ILO, UNICEF and UNODC.

In 2015, former President Goodluck Jonathan conferred the Member of the Order of the Federal Republic (MFR) honour on the Chevening Fellow.

In his farewell speech, he said: “It is a great opportunity for me to stand before this beautiful gathering to make a remark on my successful exit from public service after an interesting sojourn. Looking back, particularly when I received my first letter of appointment in September 1985 (exactly 36 years ago), I have lost count of the privileges I continue to enjoy as a member of the NIS family.

“After 5 years and 4 months as CEO of NIS, it is time to go home when the ovation is high. Thanks always go Allah for every unconceivable favour bestowed on me from the day I was born to the day I will die.

“So many people have influenced my career, many have died and some are seated right here. I always attribute my knowledge and skill to my former bosses the late Directors/CGIs of Immigration such Muhammadu Damulak, Sahabi Dange, Lady Nwizu and Alhaji Garba Abbas. I can’t forget the influence of CGs like Senator UK Umar, CJ Udeh, Lady Uzoma, RB Musa, David Paraddang and MK Abeshi. Most of them use to call me for challenging jobs. God knows such calls and entering their offices terrifies me. I am honoured that my picture will be hanging along with theirs in NIS headquarters forever.

“My special gratitude goes to General Abdulrahaman Dambazau who recommended my name to President Muhammadu Buhari, GCFR, and to Ogbeni Rauf Aregbesola for not only the good working relationship but for the recommendation Mr President, without me knowing, for a year extension which brought me to this time.

“The one-year extension is significant to me and the Service as I was able to complete my flagship project, the Technology building. I am going to miss my debate with Ogbeni, his strong opinion and tasking. I insisted the Ogbeni himself commission the Conference Centre on the right when you enter this beautiful NIS City. Ogbeni gave me the biggest surprise and named the Centre after me. Thank you Mr Minister for immortalising me in this beautiful city.

“After my appointment, we organized a strategic meeting in Kano where we developed a strategic plan. One of the issues identified was acute shortages of office and barracks accommodation in the system. A situation where some of our officers operated in deplorable environments, especially for an arms-bearing organization, was quite a challenge. We went into action and I had to promise that we shall build and commission at least two Command Building Complexes yearly. Thank goodness, we did not fail. The Sokoto State Command Office Complex commissioned two weeks ago was the 12th of such we built and delivered within the period of my stewardship. There are 8 command buildings at different stages of completion.

“We noticed gaps in the availability of operational documents in the system and we considered it less than appropriate. At the last count, we had delivered fourteen (14) operational texts (publications), including annual reports, which have remained consistent since 2016. Documents such as ‘The Nigeria Immigration Service Strategy, 2016 – 2019’ was the foundation of our reforms. The new curriculum for training institutions targeted personnel reform and ‘The Border Management Strategy: 2019 – 2023’, developed with the support of the EU under the supervision of IOM, will assist in border security, regional integration and tackling human rights issues, including corruption.

“The Nigeria Visa Policy (NVP) 2020, launched by Mr President, is the first comprehensive approach to developing a visa policy that addresses our socio-economic needs as a nation. The task before the next leadership is effective implementation. We are almost set to launch the ‘The one Global e-Visa’ which make Nigerian Visa processing more efficient and transparent. The e-border project has commenced where 84 land borders will be monitored real-time-online with a pilot case linking headquarters with one of the Border Control Posts at Illela in Sokoto State.

“Our Border Security and Migration Management efforts got some useful interventions to the extent that most of our Control Posts have been upgraded and installed with modern communication and logistics facilities. Our Migration Information and Data Analysis System (MIDAS) has been described by IOM as the largest and most complex migration system in the world. We have successfully connected all the nation’s International Airports and twenty-three Land Border Posts to the MIDAS platform. With this facility, the generation and processing of migrants’ travel history have been simplified while intelligence gathering and information sharing capability have been improved.

“We applied and got the key to operate an INTERPOL platform and within few months of our connection, we have successfully uploaded over 150,000 Stolen and Lost Passport Documents to the Database. With the facility, we Are now able to trace and track international crimes and criminal groups for necessary action.

“To ensure improved border security, we embarked on the construction of Forward Operations Bases along some of our border flanks. The facility has office and residential features, equipped with modern patrol, communication and logistics gadgets. Operatives stationed in each of the facilities patrol border flanks in their locations to ensure that irregular migrants, especially those who use unauthorized routes, are checked. The commissioning of the Daura Forward Operations Base brought the number of such stations to fourteen (14) while so many others are near completion.

“In 2017, we embarked on an upgrade of our website with a view to making it user-friendly especially for visa and passport applicants. That done, we revolutionized the visa application process and introduced the Visa on Arrival (VoA) policy. We pursued the reform vigorously in conformity with the ease of doing business and before the end of that year, a lot of high net worth investors were attracted. The country’s rating on the global ease of doing business index improved and NIS got awarded with the Best Reform-minded Government Agency in Nigeria. We deepened the reform efforts across our service windows including passport administration and issuance.

“On staff welfare, we reversed the age-long situation where personnel stayed for long without promotion. We ensured that promotion exercises were held yearly for all eligible. Available records have it that over 15,000 members of the workforce have enjoyed one form of elevation or the other since 2016.

“It shall remain a source of immense joy to me that we were able to deliver a modern Technology Building during my period of stewardship. The edifice has completely changed the fortunes of the Service and placed it centrally in the nation’s security architecture. It is a revolution indeed. In that edifice, the NIS sees the world, feels the world, relates with the world and contributes its quota to national and international security communities by simply pushing the buttons. With the Technology Building, we have delivered one of the most robust, complex and pragmatic security and migration management agencies in the world.”

“Let me make it very clear that I am lucky to be the 16th Comptroller General during the Presidency of Muhammadu Buhari, GCFR. It is time to say it in a clear term that any CEO who refused to perform during this administration should blame himself/herself. President Buhari is like Napoleon Bonaparte who said “When I give a minister an order, I leave it to him/her to find the means to carry it out”. The environment is free without interference and our budgetary releases have reached almost 100%. I am happy that the Ministers and Permanent Secretaries I worked with accepted professional arguments.

“I have fought the good fight of loyalty to my fatherland, I have made my contributions and it is my prayer that greater glory awaits us all in the Immigration family. I can’t afford to conclude without mentioning the tremendous support I got from my family, especially my lovely wife Gadatu. Every morning, she packaged me like a nursery student, returned home physically and emotionally drained, but still managed to repackage me for another day. My wife has done something extraordinary – the building of a modern shopping complex for the Immigration Officers Wives Association (IMMOWA) which she successfully handed over on Friday.

“To all officers and men, thank you for contributing to the overall development of the Service. My heart is gladdened when I see the entire technology is mastered by young officers. Our leadership in the country must find a way to keep the talented working in public service before they are taken away by people who can pay more.”

The times and strides of a game changer...

CGI Muhammad Babandede MFR

Comptroller General of Immigration, Muhammad Babandede MFR has been a pioneer in identifying and fostering development and reforms of the Nigeria Immigration Service (NIS).

Since he assumed the role of Comptroller General in 2016 he has made significant impact in terms of NIS offerings, service to the public and welfare of officers.

He does not discriminate, he is a “people person” who carries everyone along. He holds high his belief in discipline and balances his passion for work and service to humanity.

Always ready to follow issues to conclusive end by ensuring that they are investigated and erring officers are punished just as well as he rewards hardworking men. His crisis management and conflict resolution tentacles are top-notch.

All through his dispensation, he had a smooth run with the Ministry of Interior, working hand-in-hand with the Honorable Minister, Ogbeni Rauf Aregbesola to chart an all improved course for the Nigeria Immigration Service. A bridge-building synergy which (despite resource constraints) has now led to successful achievements and general improvements at the Nigeria Immigration Service.

Some of the achievements of his dispensation include:

The NIS gala night: An annual event designed to honour hardworking and outstanding officers, as well as recognise other valiant officers; especially those who died in the line of duty for their bold commitment and significant contributions to the service.

The NIS technology building which houses the information sharing unit where NIS data and intelligence are synchronised with other intelligence agencies such as the FBI, interpol etc.

Ensuring that the service is actively involved in repatriation and rehabilitating Nigerians who run into troubled waters abroad.

His forward-‘thinkingness’ also brought about the restructuring and easing passport application processes across the globe to the extent of setting up express passport centres in-order to deliver a more efficient service to Nigerians.

His era is big on diversity, equality and inclusion as he encouraged open-door operations across-board. Cutting out bottlenecks by ensuring a transparent recruitment process and ensuring that the female gender is well represented across the hierarchy within the system. Also, posting 25% of new in takes made up of young, smart and technologically driven officers across important NIS offices around the globe.

He adds yet another stride by overhauling the NIS to run a functional online system that would block leakages and unnecessary estacode, as well as eradicating corrupt practices within the NIS.

He also, launched temporary passport in place of emergency travel certificate (ETC) for Nigerians in diaspora who are without valid passports and wish to make a quick return to the country.

Driving growth through trainings and activities that promote inclusion. Engineering team to be self-aware by prioritizing their duties with the understanding that they are representatives of the NIS as a government brand.

Receptive of criticism and very open to learning, Mr. Babandede sets himself apart as a distinguished service chief and a leader. CGI Babandede continues to work tirelessly towards achieving his vision to reform the NIS for greater good of until his last day in office.

He has set the pace for an improved an effective system which leaves his successor with no option but to thrive to sustain these achievement.

After 36 years of meritorious service he retires with his head and shoulders high as one who took the bull by the horn to reform the Nigeria Immigration Service, turning it from its previously notorious image of widely deplorable into a top-tier government agency.

Salute to a hardworking and dedicated leader... a game-changer!

We wish you the very best in your future endeavours.

Press Release: Abuja - Tuesday, 10th August 2021 The Minister of Interior, Ogbeni Rauf Aregbesola, has demanded that all Officers and Men of the Nigerian Immigration Service (NIS) acquaint themselves with their expected roles and responsibilities and be guided by the expected principles and standards of behaviours in the discharge of their duties. The Minister said this at the launch of the NIS Code of Conduct and Ethics Document and unveiling of Electronic Data Management Systems (EDMS) at the Service Headquarters in Abuja on Tuesday. Aregbesola said that as gatekeepers of the nation, NIS cannot but regularly showcase the cherished virtues of integrity, courtesy, sound morality and uncommon transparency in its official conduct. He noted that the essence of setting code of conduct and ethics for any organisation is to ensure that actions, dispositions and behaviours of the workforce conform significantly with the laid down rules of engagement. Stating that “the code of conduct and ethics for the NIS should constantly speak to the need to always display sound judgement in the face of ethical and/or operational dilemmas” and therefore, “encapsulate the unambiguous benchmarks upon which ethical behaviours, values and actions shall be weighed to ensuring compliance to the laid down processes and procedures” While assuring of the Federal Government determination at addressing the challenges of passport administration and border management, which he referred to as ‘ethical challenges’ the Minister urged the NIS staff to always remember their integrated moral and civic obligations to the public and strive to be patriotic and exemplary in their official and private conducts at all times. In another development, the Minister commended the NIS efforts at automating its processes and systems with the introduction of Electronic Data Management Systems (EDMS), noting that the system will ensure that “paperwork bureaucracy and unnecessary waste of man-hour in moving bulky files from one table to the other will be done away with”. Aregbesola informed that the EDMS is following a list of digital transformations taking place at the NIS, and expects that speed for effective and efficient service delivery shall be highly improved while the skill sets of the workforce will be greatly upgraded. Earlier in his welcome address, the Comptroller General of NIS, Muhammad Babandede, MFR, said the NIS Code of Conduct Document was developed in consultation with all relevant government established anti-corruption and related organisations, stating that training of staff will immediately commence to ensure proper integration and implementation of the document. He commended them for their dedication to duty and encouraged them to remain the good men that they are as he wishes them better days ahead. In his speech, he said that "retirement is not the end of life but the beginning of another life, which could turn out even better than their days in active service" as he encouraged them to embrace this new phase of life with positivity.

It was an evening of fun and merriment as friends and colleagues took turns to shower love, accolades and eulogies on the retiring ACIs, describing them as loving, cheerful, hardworking, dedicated and jovial Officers.

A couple of visits to the Lagos State Regional Office of the National Identity Management Commission (NIMC), at Alausa, Ikeja has revealed how poor staff attitude to work and lack of professionalism can hamper efficient service delivery.

Since the mandatory NIN process began in 2020. Most of the NIMC offices across the country have become very busy as people are seen trouping in as early as 5am on daily basis.

This huge patronage has now become an opportunity for the staff of NIMC to "misbehave" at the slightest chance.

They ask for bribe from applicants in order to prioritise their applications. Some of the male staff members ask female applicants for dates just to render a service which they now see as doing the public favours.

It's no longer news that their "system" is largely prone to errors and delays, their staff have also resulted to throwing tantrums and verbal abuse on applicants.

Earlier today, I witnessed a scenario where a security man in uniform at the Alausa office would not only let people who offered to reward him handsomely through but he would talk harshly and rudely to anyone else trying to get guidance or direction.

Worst of all, his superiors would step out to defend his actions claiming he is acting on instruction. According to Mrs. Funmilola Opesanwo, NIMC Lagos East Cordinator; whose attention was drawn to the rancor between the security and applicants, the security man is only answerable to those who pay his salary and is not obligated to respect anyone else.

For an agency that is being managed by a ministry which touts itself as forward-thinking,-highly-skilled- tech-driven institution of government, the mess at NIMC on the NIN enrollment is distasteful  and very embarrassing.

It is bad enough that people leave their homes, abandon their respective duties et al to go get the NIN sorted but to be greeted by uncouth staff and ineffectient system makes it even more horrible.

Many government workers do not understand that they are "called to serve". Isnt that why they are called "civil servants" in the first place?

Perhaps their leaders/management need to constantly remind them through trainings that government as an institution is NOT a building neither is it just the President and his cabinet but alot more (and especially) about those at the grassroots level and public offices who interface with the common man and run the minute-to-minute operations of "government business".

The state Cordinator needs to keep an eye at Alausa to ensure that the efforts of the Minister and all those who put together brilliant thoughts and ideas that should make positive impact and bring about development are in no way being undermined by the very people who should be seeing to the successful execution.

Every staff of any organisation is a brand ambassador.

There are expectations whether in private or public institutions.

The workers must know this and live up to it!

Muhammad Babandede MFR
             Comptroller General of Immigration

NIS PASSPORT OFFICE REFORMS AND THE PUBLIC SERVICE PERCEPTIONS: The Nigeria Immigration Service under the leadership of the Comptroller General of Immigration Service Muhammad Babandede MFR has undergone multiple operational reforms that has addressed multifaceted issues  relating to passport process and issuance.

The public are the best judge to rate the NIS improved services from the Airport, Seaport and Land Border frontiers, to the issuance of Visa on Arrival,Temporary Work Permit, Biometric Visa etc.

As an organisation that deals with requests from foreign organisations, bodies and individuals, the service cannot afford to offer services that negates international best practices. Hence, the deployment of advance technologies to service the needs of Nigerians for passport and International entities for visas and other relevant facilities.

Nigerians holders of the green passport are proud to have the green passport  today due to acceptability and value, contrary to past experiences where the mere sight of a green passport calls for suspicion and ill treatment.

Nigerians are no longer singled out in a crowd just for holding a green passport, it is a major achievement worthy of appreciation, that today Nigerian green passport is one of the most secured passport globally, the service providers are to be commended for giving the country an ICAO standard passport that matches any other in the world.

The CGI Muhammad Babandede MFR has brought his wealth of experience to bear in ensuring that Nigerias passport falls among the best in security, quality and global standard rating by ICAO, the 10 year validity passport was designed to meet the needs of Nigerians in the Diaspora to reduce the frequent contact or application for renewal of expired passports.

Considering the distance covered by some applicants to the missions abroad, many Nigerians abroad can attest to the value addition having a 10 year validity passport, it guarantees  their continous stay at work and validate their residency status, it saves the cost of flight from one state abroad to another.

The Covid-19 pandemic has its toll on the operations of the NIS foreign offices in Nigerian Missions that have to comply with Country directives on Covid-19 protocols, especially countries that are still experiencing lockdown. The Nigerian Missions can not operate in isolation, neither can the NIS offices in those missions, many outcry of no services rendered are connected to lock down in those countries leading to shutting down of activities in those Missions, respect for the laws in those countries is paramount.

The NIS under the leadership of CGI Muhammad Babandede has developed a way for Nigerians with expired passport to return to Nigeria, if they have need by applying online to the Comptroller General of Immigration Service for approval to travel with expired passport to Nigeria, after receiving an approval conveyed to the applicant to be presented to the Airlines to enable them board aircraft to Nigeria when there is such need.

The introduction of the Nigerian Temporary Passport will help in reducing the stress and burden of travelling back to Nigeria when the individual losses his or her passport or other critical reasons where the passport is not available or valid. It serves to address such emergencies,  the various passport reforms is geared towards making Nigerians comfortable.

Nigerian Immigration Service has proposed the need for the service to produce the passport locally and at its Service Headquarters, thereby domesticating production and having full ownership of production, processing and issuance. The service cannot afford to see Nigerians going through the stress of procuring a commodity they pay for.

The Comptroller General has flushed out a whole passport command and its staff replacing them with new personnel, task forces have worked alongside some passport control offices to clear backlogs, passport officers are changed discretionary, all in an effort to make process, issuance and acquisition of passport seamless.

Online process, online payments was introduced to eliminate touting and complains of extra charges but many Nigerians cannot do without cutting corners by using touts, third party when they can process and pay online themselves, unless we eliminate touts and third party that is been patronised by many applicants, the complains will not cease and the best offer by the service will not be seen to be yielding result.

The Comptroller General of Immigration Service Muhammad Babandede while appreciating positive criticisms and comments on shortcomings of some passport offices, he encourages Passport applicants to avoid touts, third party and do their processing online both application and payment and keep reporting any default or extra charges to the service. Also, to avoid the rush syndrome of "I need the passport urgently" unless for those on medical ground whose lives are threatened if delayed from travelling to access their choice medical vacation abroad which the service has always giving priority at all times including using mobile enrollment machines to capture such individuals at home and hospitals due to health related concerns.

Every effort put in place to eradicate sharp practices in passport offices will continue as far as the applicants will not resist, report and do online applications and payments and avoid the urgent syndrome.

The service has resolved to prosecute both the giver and receiver of extra charges as corruption must be fought by all.
